Hmm, I think it's very courageous of you to give him the rings at all We have a 9 and 4 y/o as ringbearers, but are not actually giving them any rings. Not to say that they couldn't handle the responsibility, but we feel better just having them in the best man's pocket. Our boys' role is more symbolic than functional, I guess.
I think with a 16 month old child, the likelihood that he'll be standing up with everyone for the entire ceremony are pretty slim ...you may want to consider having someone else hold onto the rings and have him just carry a plain pillow or whatever you may choose.
If its important to you for him to carry the actual rings, I think the idea of a little pouch sounds very cute.
